I'm familiar with sanctuary spells, magic that prevents things like this happening, magic that may also be able to conceal any locator spells. I don't know how it works or what the exact extent of it is. But, something along the lines of preventing any and all altercations might be a good idea.

it's ok it's actually easier when people just tell me what they want and then i'll work out the how
i can't fix the fog or anything else the city does. if this were anywhere but here i could have anti-violence warding and all sorts and i can still do it, it just probably won't work on anything the city makes happen
but i can fix anything broken and there's a good range of protection spells i can put up. and some other things, we can talk when i get there though
